Dubai Smart Rental Index Explained

The Dubai Smart Rental Index is the Dubai Land Department benchmark for rents, launched in early 2025. It replaced the older area-based calculator with a building-specific system that rates each building on a quality scale, considering age, facilities, maintenance and location. The index sets the average comparable rent used to work out the maximum legal rent increase under Decree 43 of 2013.

What changed with the Smart Rental Index

The old rental index gave an average rent for an area and property size. The Smart Rental Index is more granular: it assesses the individual building on a quality scale, so two buildings on the same street can have different benchmark rents based on their condition and facilities. This gives a fairer comparable rent for both landlord and tenant, and it is the figure the rent-increase calculation now uses.

How the star rating works

Each building is rated on a quality scale that reflects its age, upkeep, amenities and location. A higher-rated building supports a higher benchmark rent, while an older or poorly maintained building supports a lower one. The rating is not the rent itself; it shapes the average comparable rent that the Decree 43 brackets are applied against.

How it affects your rent increase

Your maximum legal increase still depends on how far your current rent sits below the benchmark, using the Decree 43 brackets: no increase within 10%, then 5%, 10%, 15% and up to 20% as the gap widens.
