How the Decree 43 brackets work

The permitted increase steps up as the gap between your rent and the market average widens. If the current rent is up to 10% below the average, no increase is allowed. From 11% to 20% below, up to 5% is allowed. From 21% to 30% below, up to 10%. From 31% to 40% below, up to 15%. More than 40% below, up to 20%. The 20% figure is the ceiling, even if the gap is larger.

The average is set by the official RERA rental index, which you can check on the Dubai REST app or the DLD. It uses the property type, location, and size to estimate a fair market rent. The 90-day notice
